En dépit de l’accroissement de son engagement économique et politique en Azerbaïdjan depuis 2003, l’Union Européenne peut encore approfondir ses efforts, notamment en tirant partie de l’intégration dans l’Union des Etats post-soviétiques d’Europe de l’Est en 2004 et 2007. Au niveau économique, elle doit contribuer à l’instauration d’un environnement économique et financier stable à même de rassurer les investisseurs. Au niveau politique, elle doit participer à la démocratisation du régime politique azerbaïdjanais et à la résolution du conflit du Haut-Karabagh. Au niveau énergétique, l’UE doit faire de l’Azerbaïdjan un partenaire fiable à même de contribuer à la pérennité et à la diversification de son approvisionnement énergétique. Grâce à un tel engagement, l’Azerbaïdjan deviendra un partenaire fiable et durable de l’UE.
While the European Union has increased its economic and political efforts in Azerbaijan since 2003, this is still not enough. The EU may improve its involvement in this country, capitalizing on the integration of East European post-soviet states into the Union in 2004 and in 2007. At the economic level, the EU may contribute to the implementation of a stable economic and financial environment to reassure the investors. At the political level, the EU must further participate to the democratization of the Azerbaijani political life and to the resolution of the Nagorno-Karabakh conflict. At the energy level, the EU may increase its partnership with Azerbaijan to diversify and to ensure its energy supply from the Caspian region. Thanks to such an involvement, Azerbaijan would become a long-standing and reliable partner of the European Union.
