Poor property management has pushed the outskirts of Constantine out into the rare cultivable valleys of an uneven terrain. ‘Repairing’ this disaster is close to mission impossible. But transplanting urban development onto the unfarmable heights and renting the fertile land which has thusfar escaped to young innovative farmers – and there are some – could at least ‘repair’ the future.
