Le problème que pose la Turquie aujourd’hui, dans ses rapports avec l'Europe, n'est pas seulement un problème de différence ou d’étrangeté: c'est plus encore la combinaison de celle-ci avec une proximité géographique qui redouble l'effet de son altérité. Si l’on admet que la Turquie est une aire qui pourrait se placer en situation de synergie avec l'Europe, trois situations dans lesquelles la Turquie peut accéder à un rôle original et exclusif peuvent s’enoncer ainsi : 1) La Turquie s'avère un possible laboratoire de la résolution des problèmes de l’Europe avec son sud ; 2) Elle peut, dans une tâche d'interface, élaborer et développer la spécificité d’une « zone frontière de médiation » ; 3) Elle peut devenir un médiateur de l’espace euro-méditerranéen, un "outil méthodologique" d'approche de celui-ci. A la fois différente et proche, la Turquie, dans son action régionale et circonscrite, par ailleurs liée à l'UE sur le plan d'une admissibilité à un partenariat, peut constituer, dans un contexte européen et euro-méditerranéen, un exemple d'ouverture, une démonstration inattendue de déblocage des oppositions, de redistribution des intérêts (ou de conciliation des contiguïtés).
The problem raised by Turkey today in its relationship with Europe is not only a problem of difference or strangeness: it is more still the combination of this problem with a geographical proximity which redoubles the effect of Turkey’s otherness. If it is admitted that Turkey is a space which could be placed in a position of synergy with Europe, three situations in which Turkey can reach an original and exclusive role can be stated as follows: 1) Turkey can be a possible laboratory of the resolution of the problems of Europe with its south; 2) It can, in a task of interface, work out and develop the specificity of a “frontier zone of mediation”; 3) It can become a mediator of euro-Mediterranean space, a "methodological tool approach”. At the same time both different and near, linked to the EU on the grounds of either admission or partnership, Turkey, in its regional and circumscribed action, can constitute, in a European and euro-Mediterranean context, an example of opening, an unexpected demonstration of releasing of opposition, of the redistribution of interests (or of conciliation of adjacencies).
