La région méditerranéenne a toujours été un centre d'intérêt pour les États majeurs et les grandes organisations internationales. Parmi tous les autres, l'Europe en général, et l'UE en particulier, y apparaissent en première ligne, dû à son passé historique et à son héritage culturel et politique dans la région. Cependant, la complexité de la région du fait de l’existence de plusieurs pays ayant des systèmes économiques et politiques différents affaiblit le rôle et la puissance de n'importe quel acteur dans la région comprenant l'UE. Vu son rapport historique et culturel avec l'UE et avec les pays méditerranéens, la Turquie apparaît en Méditerranée comme un partenaire prometteur pour l'Union. Cependant, même si la Turquie a la capacité de jouer un rôle pivot pour assurer le rapprochement entre l'UE et la Méditerranée, le rôle que la Turquie pourrait éventuellement jouer dans ce rapprochement dépend largement du déroulement futur des relations entre la Turquie et l’UE. La présentation du partenariat euro-méditerranéen comme un substitut à une éventuelle adhésion turque dans l’UE limitera sans doute le potentiel de la Turquie à n’importe quel type d’initiative méditerranéenne. Par conséquent, seulement en donnant des signes forts à l'irrévocabilité du processus d'intégration de la Turquie dans l'UE, celle-ci pourra retirer des avantages de la participation et de la coopération turque aux politiques régionales.
The Mediterranean region has always been a centre of interest for leading states and international organisations. Among all others, the EU has come to the forefront owing to its historical past and cultural and political heritage in the region. However, the complexity of the region weakens the role and power of any single actor. Considering its historical and cultural relationship with both the EU and the Mediterranean countries, Turkey has appeared as a promising partner for the Union. However, even if Turkey has the capacity to play such a pivotal role for rapprochement between the EU and Mediterranean, the only determining factor for Turkey to play this role will be the future of Turkey – EU relations. The presentation of the Mediterranean partnership as a substitute for its eventual EU membership will definitely limit Turkey’s potential in any kind of Mediterranean initiatives. Therefore, only with strong signs of the irreversibility of its accession process to the EU can the Union reap the benefits of Turkish participation and cooperation in the regional policies.
