Cet article se propose d’étudier la nature des rapports qui existent entre l’État turc et les acteurs économiques nationaux, en vue de comprendre l’évolution de leur interaction dans le domaine de la politique étrangère. En premier lieu, il s’interroge jusqu’à quel point l’Etat turc tolère l’intervention des acteurs économiques dans son action diplomatique déployée à l’égard de l’UE. Les représentations de l’UE et de l’administration turque par ces acteurs économiques sont ensuite étudiées. Enfin, l’article analyse si ces acteurs économiques considèrent qu’il existe suffisamment d’espaces de socialisation ou pas avec l’administration diplomatique dans l’élaboration de la politique européenne en Turquie. Pour finir, en revenant sur la réelle capacité d’influence que ces acteurs économiques ont pu acquérir sur l’Etat turc, l’article conclue sur l’absence d’un changement paradigmatique substantiel et une grande continuité dans la manière dont se développe la politique étrangère en Turquie.
This article explores the nature of relationships that exist between the Turkish State and national economic actors so as to understand the evolution of their interaction in the realm of Foreign Policy. First, it questions to what degree the Turkish State tolerates the intervention of economic actors into its diplomatic efforts towards the EU. Then, it analyzes the economic actors' representation of the EU and the Turkish administration. Last, it considers whether those actors believe sufficient socialization arenas exist with Turkish diplomatic administration in relation to the making of European policy. Questioning the reality of the influence economic actors may have gained over the State, the article finally concludes with the absence of a substantial paradigmatic shift and a strong continuity in the way foreign policy unfolds in Turkey.
